Summary of the 4th meeting of the SRI Group, May 29th '09/Compte-rendu de la 4ième réunion du Groupement SRI, 29 mai 2009

Members of the SRI Group met for the fourth time on May 29th in the offices of GCD in Andohalo where the Secretariat is based. The objectives of the meeting were to share experiences and approaches of a few of the SRI Group's members (Fanilo/FLM, ADRA and the Lions Club of Ambatondrazaka), to present the first version of the SRI Group's new web-site (www.groupementsrimada.org), to have a discussion about a recent article published in the Gazette de la Grande Ile newspaper (that had some errors and misconceptions about SRI), to
view the first draft of Madamovie's film about the Better U Foundation's partners' work in Madagascar.
A more detailed description of the exchanges and discussion follows in English as well as in French.
Objectives
- Sharing of approaches adopted by Fanilo/FLM, ADRA and Lions Club for promoting SRI, followed by discussion and exchange;
- Introducing the first draft of the SRI Group's web-site, and gathering comments and suggestions ;
- Exchanging about the SRI article published in the Gazette de la Grande Ile newspaper;
- Presenting the first draft of Madamovie's film on BUF-supported SRI activities in Madagascar;
- Planning the next meeting.
Main Points of Discussion
The meeting began with a short presentation of the activities carried out by the Secretariat of the SRI Group since its establishment in November/December 2008 :
- Constitutive meeting of the groupement
- Meeting on the progress of the projects financed by BUF
- Sharing of experiences on SRI biodegradable seedbed or "paper cup" method of transplanting seedlings (Germoir Bio)
- Meetings with partners (JICA, MAEP, etc.)
Participants introduced themselves. Thanks were addressed by the resident advisers of the BUF to the partners who already submitted their reports to the Foundation. Rames also informed the members of the Group about a recent meeting that the advisors had had with a representative of the Bank of Africa about the possibility of associations/actors applying for and benefitting from BOA's micro-finance program. For farmers' groups and associations that need credit to buy inputs and equipment and to pay for labor, this could be an interesting option.
Partners' approaches
Following the opening session, two partners presented their approaches for the dissemination of SRI (the third partner that was expected to present, ADRA, had to cancel at the last moment):
FANILO/FLM
Adopted approaches : Training of Trainers (a farmer leader is trained then trains four others)
Constraints : fear of not succeeding, no control of water (insufficiency of dams), land is available but farmers are not convinced to adopt the new methods, financing delays, lack of access to equipments (angady, weeding machine).
Results : Production of tillers averaging 40 to 90; some farmers observed SRI practices and successes of their neighbors then started to adopt SRI methods themselves in subsequent campaigns.
Lions Club of Ambatondrazaka
Adopted approaches: Lac Alaotra has a capacity to export rice given the quanitity and quality produced there, which constitutes an opportunity for the farmers in price compared to the local market. Since 2008, the Co-operative KOLOHARENA of Amparafaravola exported pink rice towards the US and European markets. The pink rice variety is also known as "Varin' I Dista", named after the farmer who discovered it. It is a variety resulting from the crossing between Makalioka and Rojomena.
The farmers who take part in these activities are members of the association KOLOHARENA which has already received organic certification for some of its crops. The Cooperative provides its extension agents to farmers and receives support from local partners such as the MAEP, the BVLAC, project and the farmers' association FEKRITAMA.
In order to sustain the export activity, a close and intense technical supervision was provided to SRI farmers. It consists of designing a handbook which summarizes instructions and guidance on the export steps. The manual summarizes what the producers must do at the time of production until the final conditioning of the product. It also provides documents to be produced throughout the stage of production. In order to facilitate comprehension, the handbook is available in the malagasy language. An organic certification was carried out this year in collaboration with ECOCERT. The Koloharena Co-operative in collaboration with Lions Club plans to produce 80 tons of conventional SRI rice and 15 tons of organic SRI rice.
Constraints: The export of pink rice will continue towards the European and American markets; it will also depend on the future of the “FANAMPY RICE” company in Vohidiala which ensures the milling (shut down for the time being because of the political crisis) or on finding a new mill. The promotion of the use of the green fertilizers `stylosanthes” constitutes also a solution for the difficulty related to the purchase of fertilisers.
Some statistics on SRI pink rice:
** Cost of production per kilo: Between Ar 560 and Ar 570 /Kg
** Pink rice FOB price: Ar 1480 /Kg
Results: increase in the number of producers after the first year; yields were 4t/ha for the 32 farmers on a surface of 31ha; export towards the United States was 16t/ha of pink rice.
Intervention of the General Secretary of the MAEP
The General Secretary of the MAEP emphasized the importance of the continuing to capture the lessons of different SRI expericences and sharing information during the various meetings organized by the SRI Group, in order to sustain the SRI method which meets the needs of small farmers in particular, even if the African Union Summit, which was to be held in Madagascar on the theme of food security and was to have a side-event on SRI, was cancelled.
Presentation of the first draft of the Web site of SRI groupement and collection of comments
After the presentation of the contents of the site by association Com. creation of the Saint Michel, the following recommendations and constructive comments were offered by members of the SRI Group who were present at the meeting:
** To insert links with other downloadable sites and documents;
** To include on the "frequently asked questions" (FAQs) prepared by Norman Uphoff and to include a separate FAQs heading/section.
** To present the data bases by region in order to facilitate the access starting from the map of Madagascar.
** To include the list of suppliers of agricultural inputs (small equipment, organic fertilizer, other inputs, etc.)
** To modify the background color of the map of Madagascar on the SRI Group's logo and to adjust the wording of the text so that the photo can be better seen.
Exchanges/Comments about the SRI article in la Gazette de la grande île news paper
In a recent article about SRI written by Mme Fanjanarivo and published in a local newspaper, La Gazette de la Grande IIe, there were a few misrepresentations and misconceptions about SRI. For example, the SRI Summit scheduled for March/April 2009 was cancelled because of the the political crisis according to the article (when in fact, the idea of a separate SRI Summit had already been modified months before, following Jim Carrey's visit, to include a side-event at the AU Summit in Tana, which did indeed have to be cancelled because of the crisis). Members of the SRI Group proposed to invite the journalist in question to attend the next meeting of the Group in June in order to provide her accurate and up-to-date information about SRI methods, its benefits and progress on its dissemination around Madagascar, as well as activities of the Foundation.
Intervention of the Representative of the Peace Corps
A representative of the Peace Corps encouraged members of the SRI Group to collaborate with Peace Corps Volunteers as they should be considered as important human resources in the dissemination of SRI. They master the malagasy language and have gained the trust and confidence of farmers.
Presentation of the first draft of film made by Madamovie
The Resident Advisors of the BUF presented the first draft of the SRI film made with Madamovie. Since there are already a couple different films in existence that present in detail the SRI methods and principles (CRS, LDI), this is not a training tool per se. It can, however, be used to sensitize farmers and groups about the benefits and advantages of SRI. It will also be used to inform members of the Board of Directors of the Foundation in California about partners' progress in the field. It has already been sent to California for this purpose and for that reason, the film was presented in English at this time.
Comments: The participants recommended inserting sequences which treat the constraints that farmers face, as well as the comparison between the SRI and SRT (système de riziculture traditionnel). The participants also requested a translation of film in three versions (Malagasy, French, and English) in order to be used as tool for sensitizing farmers during the next campaign.
Planning of the next meeting
The next meeting was planned for Tuesday June 16th but pending confirmation of the journalist's availability.

2- DEROULEMENT
La réunion a débuté par une brève présentation des activités réalisées par le Secrétariat du groupement SRI depuis sa mise en place :
- Réunion constitutive du groupement
- Réunion sur l’état d’avancement des projets financés par BUF
- Réunion de partage d’expérience sur SRI semis Germoir BIO
- Réunion avec des partenaires (JICA, MAEP…)
- Présentation des participants à tour de rôle.
- Remerciement adressé par les conseillers résidents des BUF à l’encontre des partenaires qui ont déjà remis ses rapports auprès de la fondation. Rames a également informé les membres du Groupement par rapport à la possibilité des associations/acteurs SRI d’accéder à la micro-finance de BOA.
- Partage sur les approches adoptées par FANILO, ADRA et Lion’s Club Ambatondrazaka pour la diffusion du SRI
1- ADRA :
Une séance de partage sur l’approche d’ADRA sur la diffusion du SRI a été prévue lors de la réunion du groupement en date du 29 mai 2009. La présentation n’a pas eu lieu du fait qu’aucun représentant de cette institution n’a pas assisté à la réunion.
2- FANILO/FLM
Approches adoptées : formation des formateurs (un paysan formé s’engage à former quatre autres paysans)
Contraintes : peur de ne pas réussir, non maîtrise de l’eau (insuffisance de barrages), disponibilité en terre mais les paysans ne sont pas convaincus à adopter les nouvelles techniques, retard de financement, accès aux petits matériels agricoles (angady, sarcleuse).
Résultats : tallage 40 à 90, constat de la faible surface à cultiver d’où soumission d’un nouveau dossier, en voyant de visu les résultats beaucoup de paysans ont commencé à adopter les nouvelles techniques (copieurs)
3- Lion’s Club Ambatondrazaka
Approches adoptées : Lac Alaotra dispose d’une capacité d’exportation, qui constitue une opportunité pour le paysan en termes de prix par rapport au marché local, depuis 2008 la coopérative KOLOHARENA d’Amparafaravola ont exporté du riz rose vers le marché américain et européen. La variété riz rose est connue sous le non de Varin’i Dista. Il s’agit d’une variété issue du croisement entre le Makalioka et le Rojomena. Les paysans qui participent à cette activité d’exportation sont membre de l’association KOLOHARENA qui travail déjà avec la charte BIO. En plus des paysans vulgarisateurs, les coopératives KOLOHARENA ont bénéficie aussi des renforcements des capacités dispensés par des partenaires locaux (MAEP, BVLAC, et FERKRITAMA).
Afin de pérenniser l’activité export, une assistance plus rapprochée a été fournie auprès des producteurs. Il s’agit de concevoir un manuel qui résume les directives sur les démarches à l’exportation. Ce manuel retrace ce que les producteurs doivent faire au moment de la production jusqu’au conditionnement final du produit. Il évoque aussi les documents à produire tout au long du stade de production. Afin de faciliter la compréhension, le manuel est disponible en langue malagasy. Une certification BIO a été réalisée cette année en collaboration avec ECOCERT. La Coopérative Koloharena en collaboration avec Lions Club ont prévu de produire 80 tonnes de riz SRI conventionnel et 15 tonnes de riz SRI bio.
Contraintes : La continuité de l’exportation du riz rose repose vers le marché européen et américain repose actuellement sur le sort de la société « FANAMPY RICE » Vohidiala qui assure l’usinage. La promotion de l’utilisation des engrais verts ‘stylosanthes » constitue aussi une solution quant à la difficulté liée à l’achat des engrais.
Quelques éléments du compte d’exploitation en SRI BIO :
Coût de production: Entre Ar 560 à Ar 570 /Kg
Prix FOB riz rose : Ar 1480 /Kg
Résultats : augmentation du nombre de producteurs après la première expédition, rendement s’élève à 4t/ha pour les 32 paysans sur une superficie de 31ha, l’exportation vers les Etats-Unis s’élève à 16t/ha pour le riz rose.
4- Intervention du Secrétaire Général du MAEP
Le Secrétaire Général du MAEP a souligné l’importance de la capitalisation des expériences sur le SRI à travers les différentes réunions organisées par le groupement, afin de pérenniser le SRI qui répond aux besoins des petits producteurs à défaut d’un sommet international.
5- Présentation du premier draft du Site Web du groupement SRI et recueil des commentaires
Après la présentation du contenu du site par l’association Com. création du Saint Michel, les recommandations suivantes ont émises par les membres du groupement qui ont assisté à la réunion :
- Insérer des liens avec d’autres sites et les documents téléchargeables
- Alimenter le site par les questions réponses SRI de Norman sur le SRI
- Mettre les bases des données par Région afin de faciliter l’accès à partir de la carte de Madagascar.
- Modifier la couleur du fonds de la carte de Madagascar sur le logo du groupement SRI.
- Déplacer un peu plus haut le texte « groupement SRI » afin de mettre en valeur la photo sur le logo.
- Insérer une rubrique FAQs
- Insérer la liste des fournisseurs d’intrants agricoles dans la base des données (équipements agricoles, engrais…)
6- Echanges/Commentaires par rapport à l’article sur le SRI dans la Gazette de la Grande Ile
Le sommet SRI a été annulé plusieurs mois avant la crise, face à l’article publié par Fanjanarivo de la gazette de la grande ile, les membres du groupement proposent d’inviter le journaliste en question pour assister à la prochaine réunion du groupement qui se tiendra le mois de juin prochain afin de lui fournir des réponses par rapport à l’article et de lui donner un point de presse par rapport au progrès entrepris dans le cadre de la dynamisation du mouvement SRI.
7- Intervention du représentant du peace corps
Le représentant du Peace Corps encourage le membre du groupement à collaborer avec ses agents volontaires pouvant être considérés comme des personnes ressources Ils maitrisent la langue malagasy et ont acquis un certain niveau de confiances auprès des paysans.
8- Présentation du premier draft du film tourné par Madamovie
Le Conseiller Résident de BUF a présenté le premier draft du film SRI tourné avec Madamovie. D’après lui, le film ne constitue pas un outil de formation, il s’agit de présenter le SRI pour Madagascar afin d’informer et de mieux impliquer davantage le membre du conseil d’administration de la fondation à Washington. A cet effet, le film était présentée en anglais.
Commentaires : Les participants ont recommandé d’insérer des séquences qui traitent les contraintes, ainsi que la comparaison entre le SRI et SRT. Les participants ont sollicité aussi une traduction du film en trois versions (malagasy, française, anglaise) afin de servir d’outil de sensibilisation pour la prochaine campagne.
9- Programmation de la prochaine réunion
La prochaine réunion est prévue pour mardi 16 Juin mais encore à confirmer selon la disponibilité du journaliste.
